Eyes on the rational choice theory of Colman, as the rational person, International NGOs' behavior of helping the poor is linked closely with the status of china's poverty alleviation. On the one hand, these behaviors display the obvious individual rationality choice factor proceeding from their own organized independence. On the other hand, these international NGOs have no alternative but to make the social rationality choice for their own overseas and embed speciality. While, during these international NGOs develop their activity on poverty alleviation in China, its social rationality choice has directly affection on the direction and the content, but its individual rationality choice has directly decided the ways and the methods. So, in order to realize the maximization benefit of poverty alleviation, international NGOs should give dual attention to the individual rationality and the social rationality, and should make the nimble rational choice between these two choices, that is, Giddens's duality of structure.
