概述我国大地坐标系统和大地坐标框架。分析了国家大地坐标系统和大地坐标框架在地区测量作业中存在的问题。依据国家第二次土地调查的技术规程，结合衡阳地区现有坐标系统存在的问题提出了建立1980西安大地坐标系框架下衡阳地区测量基准的方案。根据方案和已有资料进行了四参数建立新、旧坐标系统的转换研究并提出了已有测量数据成果的利用方法。

At first, this paper summarizes the system and framework of China＇s Geo-Coordination. And then, it analyses the problems of Geo-Coordination in Surveying. By the research, we put forward to the project of Heng yang＇s Geo-Coordination System according to the 1980 Xian Geo-Coordination System by the rule of the Second Countrywide Soil Survey and the presently Heng yang＇s Geo-Coordination. By the project and existing data, this paper does the transformation of coordinates by four parameters between the new and the old coordination system. At last, this paper brings forward the method of using existing surveying data by the project.
