从《体育与健康课程标准（实验）》“健康第一”的指导思想、五个学习领域目标、体育学习内容和体育学习评价几个方面阐述其存在的问题及相应的对策分析。发现广大体育教师对《课程标准》的理解和具体实施上还存在一定偏差；对广大基层体育教师的培训还应该进一步加强；对《课程标准》的修订完善工作确实迫在眉睫。
종《체육여건강과정표준（실험）》“건강제일”적지도사상、오개학습영역목표、체육학습내용화체육학습평개궤개방면천술기존재적문제급상응적대책분석。발현엄대체육교사대《과정표준》적리해화구체실시상환존재일정편차；대엄대기층체육교사적배훈환응해진일보가강；대《과정표준》적수정완선공작학실박재미첩。
The author expatiated on the problems of the curriculum standard of Physical Education and Health issued by the government from the following four aspects, the guiding ideology of ＂Health First＂, the five goals of the curriculum in different areas, the contents of sports learning and evaluation of it. Then the author did some countermeasure analyzing of the problems. As a result, the author found that many teachers have not understand the ＂Curriculum Standard＂ well and they are not implementing it up to the standard. Further trainings are required to help the teachers better understand the ＂Curriculum Standard＂. And finally it should be the right time to amend the ＂Curriculum Standard＂ to make it better fit the physical education in the whole country.
