地区行政垄断对区域产业结构的形成有着重要的影响，本文构建了地区行政垄断与区域产业结构趋同互动关系的理论模型。在此基础上，提出了影响省际产业同构程度的假说和相应的测量指标．并采用产业结构相似系数对中国1983-2006年29个省份的省际产业结构相似程度进行了测算．将省际产业结构相似程度的变化趋势分为六种类型，发现省际产业同构存在着某种传导媒介。在理论和实证分析的基础上提出了测算合意产业同构度的思路和相关政策建议。

Local administrative monopoly plays an important rote upon the formation of industrial structure. A theoretical model is raised to explain how local administrative monopoly and industrial structure act upon each other. Based on the model, seven hypothesizes and their indices are proposed. What＇s more, a detailed description is made in this article on the industrial structure between two provinces from 1983 to 2006 by virtue of the coefficient of ＂the similarity of industrial structure＂. The results can be divided into six types and the 6th type reveals that the industrial structure can be transitive between provinces. Finally, some suggestions on how to calculate the ＂reasonable extent of industrial structure＂ are suggested.
