为了回应经济全球化对政府工作提出的挑战,西方国家对行政体制进行了改革。其中,对国家公务员制度进行改革成为行政体制改革的重点和难点。纵观英、美、法等国的公务员制度改革,在精简人员、量化考核、强化公务员培训和交流、市场化定位、管理绩效化以及关注公务员道德等方面,为我国公务员制度改革提供了可供借鉴的经验。
為瞭迴應經濟全毬化對政府工作提齣的挑戰,西方國傢對行政體製進行瞭改革。其中,對國傢公務員製度進行改革成為行政體製改革的重點和難點。縱觀英、美、法等國的公務員製度改革,在精簡人員、量化攷覈、彊化公務員培訓和交流、市場化定位、管理績效化以及關註公務員道德等方麵,為我國公務員製度改革提供瞭可供藉鑒的經驗。

In response to the challenges put forward to the government by economic globalization, the Western countries have implemented reformations of their administrative systems and institutions, among which the reformation of the civil servant system is the most difficult and the most crucial one. Viewed comprehensively, those measures adopted in the United Kingdom, the United States of America and France as the reduction of civil servants, the quahtifying assessment, the strengthening of their training and exchanges, their marketized positioning, and the concern for their moral cultivation have all provided experiences for the reformation of China' s civil servant system
