在我国经济体制转变过程中，制度冲突、制度缺失和制度执行失范等现象普遍存在，为特殊利益集团的衍生提供了可乘之机。特殊利益集团掠夺和侵害社会公共利益，引发社会利益结构的失衡，激化社会矛盾，而社会矛盾的本质和根源是制度矛盾。因此，必须通过加强制度创新建设来有效遏制特殊利益集团。
在我國經濟體製轉變過程中，製度遲突、製度缺失和製度執行失範等現象普遍存在，為特殊利益集糰的衍生提供瞭可乘之機。特殊利益集糰掠奪和侵害社會公共利益，引髮社會利益結構的失衡，激化社會矛盾，而社會矛盾的本質和根源是製度矛盾。因此，必鬚通過加彊製度創新建設來有效遏製特殊利益集糰。

In the process of transition from traditional planned economy system to modern market economy system, some institutional phenomena like institutional confliction, institutional vacuum and failure of institutional execution are offering opportunities for the derivation of the ＂Special Interests＂. The ＂Special Interests＂ plunder the public interests, initiate imbalance of social interests structure, intensify social contradiction, while the root of which is the improper contradiction of institution. Therefore, only through strengthening institutional construction can we restrict the ＂Special Interests＂ effectively.
