发达国家城乡社会保障发展的历史表明，城乡社会保障的一体化和平等化是一种必然趋势，而我国当前“二元”的社会保障模式决定了城市社会保障和农村社会保障之间存在较大的差异。因此，建立农村社会保障体系，缩小城乡社会保障差距，实现完全意义上的城乡社会保障体系一体化是我国社会保障制度改革的根本目标。
髮達國傢城鄉社會保障髮展的歷史錶明，城鄉社會保障的一體化和平等化是一種必然趨勢，而我國噹前“二元”的社會保障模式決定瞭城市社會保障和農村社會保障之間存在較大的差異。因此，建立農村社會保障體繫，縮小城鄉社會保障差距，實現完全意義上的城鄉社會保障體繫一體化是我國社會保障製度改革的根本目標。

The history of social securities in urban and rural areas in developed countries indicates that the unified and equal social securities between urban and rural areas is the final result. But the dual mode of social securities result in the big difference between China＇s urban and rural social securities. Therefore, the ultimate goal of China＇s social securities reform is to establish rural social securities system, narrow the difference between urban and rural social securities and realize the unified social securities system in urban and rural areas.
