本文以资本的甄别功能为视角，分析了金融发展和FDI对宁波产业结构优化所起作用的差异，认为利率管制、不恰当的政策性金融和不合理的金融结构，导致了金融系统难以充分发挥资本甄别功能，因此限制了其在产业结构优化中的作用。在此基础上，本文对如何实现宁波产业结构的优化提出了相关的建议。

Industrial structure affected by several factors. The conclusion is that controlled interest rates, inappropriate policy finance and unreasonable financial structure result in financial system＇s failure to fulfill its distinguishing function. This article proposes relevant recommendations on how to continuously optimize Ningbo＇s industrial structure.
