本文选取城市市容环境卫生专用车辆数和从业人员数作为投入变量,道路清扫面积、生活垃圾清运量、粪便清运量作为产出变量,采用数据包络分析方法分析了我国城市市容环境卫生效率。结果发现,我国城市纯技术效率比规模效率低,总体技术效率不高,绝大多数城市处于规模效率递减阶段,城市环境卫生效率与城市所处的地理位置关系不大,环境卫生管理体制已经不适应城市化高速进程。因此,应大力促进环境卫生领域的技术进步,改进管理体制,提高城市环境卫生行业的投入产出水平。

This paper analyzes urban sanitation efficiency based on DEA taking the specialized vehicles and labors as input factor, road sweeping area, living garbage transport volume and excreta transport volume as output factor. The urban pure technical efficiency is lower than scale efficiency and technical efficiency is lower. Most of the cities are at decreasing returns to scale. There is no relationship between the urban sanitation efficiency and city location. Urban sanitation management system hasn't adapted to the rapid process of urbanization. It's suggested that the management and technological progress should be improved in order to enhance urban sanitation efficiency.
