Currently non-norm rural collective construction land transterence has already become wlaespreao phenomenon,and it has already become the important obstacle of the development of rural. Through studying the present conditions of using and management of rural collective construction land, we analyze the restrictive factors of the overall programming of rural and urban areas which the rural land system resuh in, and put forward suggestions about norm rural collective construction land transference.
