运用马尔柯夫和最优化理论和方法.通过非农建设用地扩张的趋势预测与系统优化下的非农建设用地扩张控制(目标预测)比较,探讨在多目标约束下,柳州市及城乡结合部非农建设用地控制的规模和方向。模型演绎结果表明:非农建设用地扩张的趋势预测与目标预测有比较大的差异,为实现非农建设用地扩张的控制目标应控制耕地和农用地转用,实行节约和集约利用土地,加大土地复垦和土地整理。

Applying Markov Theory and optimization theory and taking Liuzhou as an example, this paper compares the predicted tendency of non-farming construction land expansion with the controlled expansion (target forecast)and discusses the scale and orientation of non-farming construction land control in Liuzhou and urban fringe areas under the multipurpose constraint. The model illation indicates that there are great differences between predicted tendency and target forecast of non-farming construction land expansion, and that it is necessary to control the transition of cultivated land and farmland, to implement intensive and economical land use and to strengthen the land consolidation and reclamation for the achievement of non-farming construction land expansion control.
