作为市场机制运行方式之一的知识产权制度，在创新活动中的资源配置效率高于政府直接配置；作为市场经济的产物，知识产权的目标在于使创新成果得以“更有效”而非“更广泛”地被利用；国家知识产权战略的制定与实施应符合市场经济的内在规律，更加重视知识产权的运用。
作為市場機製運行方式之一的知識產權製度，在創新活動中的資源配置效率高于政府直接配置；作為市場經濟的產物，知識產權的目標在于使創新成果得以“更有效”而非“更廣汎”地被利用；國傢知識產權戰略的製定與實施應符閤市場經濟的內在規律，更加重視知識產權的運用。
작위시장궤제운행방식지일적지식산권제도，재창신활동중적자원배치효솔고우정부직접배치；작위시장경제적산물，지식산권적목표재우사창신성과득이“경유효”이비“경엄범”지피이용；국가지식산권전략적제정여실시응부합시장경제적내재규률，경가중시지식산권적운용。
As an operating form of market mechanism, iritellectual property system is more effective than administrative intervention in the resource-distribution for innovation. Originated in market economy, the purpose and goal of intellectual property is to have the innovative product exploited ＂more effectively＂but not ＂more extensively＂. Our national intellectual property strategy should conform to the nature of market economy, focusing more attention on the＂exploitation＂of intellectual property rather than emphasizing the＂invention＂only.
