中国共产党与人民群众的关系是党风的核心问题。新时期党群关系具有如下新特点：党群依存关系的形式背离；总体利益与局部利益的冲突；群众之间的利益差异；处理各种社会矛盾的方法、态度和理念方面面临的挑战；民主政治环境下新的党群关系的磨合。党群关系的新特点内在要求中国共产党要继续解放思想，以改革创新的精神探索和改进群众工作的新思路和新方法，形成群众工作的新机制。

A nuclear issue in Party conduct is the Party - masses Relationship, which is a unity of intrinsic nature and extrinsic manifestation. Nature unchanged, Party- masses Relationship takes on different manifestations in different social and historical conditions. In the new era, a good knowledge of the concrete expressions of the relation- ship is an important guarantee for doing well on mass work and maintaining the flesh - and - blood contacts between the Party and the people. Based on the situation of the new era, the Party - masses relationship is reexamined and new features are found as follows ： the formal deviation of the interdependence, the conflicts between the overall interests and the local interests, the differences of interests among the masses, challenges from the settlement of various social contradictions, and the adjustment of the Party - masses relationship in the context of democratic politics. These new features suggest that the CPC should, with a spirit of reform and creation, carry on the emancipation of mind and find out the new mechanism for the improvement of its work for the masses.
