赌博猖獗是晚清一大积弊，严重威胁社会的安定。晚清政府视禁赌为一要务，考察晚清政府禁赌之态度与行动，大体上经历了严禁——驰禁——再行严禁的“马鞍型”历程。晚清政府的禁赌举措从立法、保甲、教化及兴工艺等方面多管齐下，然而，禁赌终归失败，政治腐败是其根本原因。
도박창궐시만청일대적폐，엄중위협사회적안정。만청정부시금도위일요무，고찰만청정부금도지태도여행동，대체상경력료엄금——치금——재행엄금적“마안형”역정。만청정부적금도거조종입법、보갑、교화급흥공예등방면다관제하，연이，금도종귀실패，정치부패시기근본원인。
Gambling was one of the long - standing abuse during late Qing Dynasty and badly threatened social security. So Qing government regarded no gambling as an important task. According to what Qing Dynasty＇s attitude and action to no gambling, we may find it came through strict prohibiting to accepting and reprohibiting. As a whole, the measures of no gambling in late Qing Dynasty included the following methods such as legislation, resident supervising, educating and setting up some handcraft factory, and so on. However, no gambling didn＇t succeed finally. Although we may enumerate many reasons, political corruption is essential cause.
