由于代建项目一般工程量大、建设周期长、涉及的关系复杂、隐蔽性较强，很多质量问题在使用过程中逐渐暴露出来，而且在施工过程中项目代建单位比政府投资主管部门对工作及其环境更为了解，因此，政府投资主管部门和项目代建单位在信息占有方面不对称。在这种情况下，有些项目代建单位可能会利用自己的信息优势，通过损害政府投资主管部门的利益来最大化地提高自己的利益，如偷工减料、以次充好、无理索赔等等。在此，文章针对在这种非对称信息条件下如何完善代建制提出一些建议。

Due to the large quantities, long construction period, complex relationships and high concealed of construction-agent projects, many problems of quality are gradually exposed in the process of construction. In the construction, the construction-agent department knows the conditions of environment and work more than the government investment department, the possession of information between the construction-agent department and the government investment department are asymmetrical. In such circumstances, some construction-agent departments may use the advantages of information to maximize their own benefit by harming the government investment department＇s benefit such as shoddy work and use inferior materials, unreasonable compensation. Some advices on how to improve the construction-agent system under the asymmetric information are presented.
