文章从输配电领域的产权问题入手，通过研究和分析提出了一种输配电领域新的产权模式，即准纵向一体化产权模式。该模式保证了输配电环节的规模经济效益，在不需要政府过多干预的情况下，通过制定一系列相应的法律法规就可以在该领域间接引入竞争，促使输配电企业降低成本、提高效益，并能够保证电力系统的安全运营，提高电力产品的质量，为电力产业提供了新的发展模式。

Starting with the issue of property rights in the field of transmission and distribution, a kind of Quasi-Vertical Integration dynamic ownership of the transmission and distribution networks is designed, which guarantees economies of scale in the transmission and distribution fields, and achieves the cost reduction and the improvement of the economic benefits through a series of the laws and regulations introducing competition indirectly. More important, the QVI dynamic ownership can guarantee the safe operation of the power system and improve the electric energy quality.
