优抚即优待抚恤之意，主要是对保卫国家的将士及其家属进行物质优待和精神抚慰，为历代统治者所重视。抗战时期，为了充分调动抗工属和退伍军人蕴藏的巨大生产潜能，消除他们对政府的依赖心理，使他们过上丰衣足食的生活，陕甘宁边区党和政府从1944年开始在优抚过程中进行了一场大规模的帮助抗工属和退伍军人建立家务活动。为了把这一活动搞好，边区各级政府根据实际情况，制定了一系列的措施，如帮助抗工属和退伍军人制定生产计划并检查其执行情况、为他们分配土地和为无劳动力者代耕、为退伍军人介绍对象等。建立家务活动是抗战后期陕甘宁边区优抚的基本政策和中心工作，且取得了极大成功。它为改善抗工属和退伍军人的生活、促进边区大生产运动的深入开展及改变边区存在的一些陋习等，有着重要的历史意义。

우무즉우대무휼지의，주요시대보위국가적장사급기가속진행물질우대화정신무위，위역대통치자소중시。항전시기，위료충분조동항공속화퇴오군인온장적거대생산잠능，소제타문대정부적의뢰심리，사타문과상봉의족식적생활，협감저변구당화정부종1944년개시재우무과정중진행료일장대규모적방조항공속화퇴오군인건립가무활동。위료파저일활동고호，변구각급정부근거실제정황，제정료일계렬적조시，여방조항공속화퇴오군인제정생산계화병검사기집행정황、위타문분배토지화위무노동력자대경、위퇴오군인개소대상등。건립가무활동시항전후기협감저변구우무적기본정책화중심공작，차취득료겁대성공。타위개선항공속화퇴오군인적생활、촉진변구대생산운동적심입개전급개변변구존재적일사루습등，유착중요적역사의의。
All previous rulers paid much attention to the preferential material and spiritual treatments to the servicemen and their families defending their country. During the War of Resistance against Japanese Aggression, in order to bring into full play the production potential of the anti-Japanese workers＂ families and veterans, to reduce their dependence on government and to make them live a fairly comfortable life, the Party and government in the Border Region, since 1944, had begun to help the anti-Japanese workers＂ families and veterans to establish the housework activities in the process of carrying out the preferential treatments. For this purpose, the governments at different levels in the Border Region formulated a series of measures according to the concrete conditions, e.g. ： helping the anti-Japanese workers＂ families and veterans to make the production plans and check the carrying out of the plans, distributing them land and farming for those with no or little labor force to cultivate, sow, tend and harvest, introducing them to potential marriage partners. The establishment of housework activities is the basic policy and central work in the preferential treatments in the Border Region in the late period of the War of Resistance against Japanese Aggression and great success had been achieved. It had a historic significance in improving the lives of the antiJapanese workers＇ families and veterans, in promoting the deeper development of the Production Campaign and in changing some corrupt customs in the Border Region.
