陕西省水资源不仅数量上短缺,在质量上也污染严重。农业生产中的非点源污染即高残留毒害性农药的应用、化肥的不合理使用和禽畜粪便的任意排放是陕西水资源污染的主要因素之一。控制陕西农业非点源污染应从法律、政策、技术三个层面推动:制定和完善非点源污染防治的法律,并强化执法;制定以围绕农业清洁生产为核心的产业鼓励政策、风险分担政策、财政扶持政策、金融挟持政策和税收优惠政策,以政策引导农民自觉采取有利于环境的行为;推广安全的农药施用技术、生物防治病虫害技术、科学的施肥技术、禽畜粪便资源化技术和缓冲带构建技术等,为防治农业非点源污染提供技术保障。

Water resources of Shaanxi Province is not only short in quantity, but also severely polluted in quality. Agricultural non-point source pollution, which mainly includes the application of toxic pesticide with excessive vestige in farming activities, unreasonable use of chemical fertilizer and the random discharge of feces of livestock and poultry, is one of main factors of water resources pollution in Shaanxi Province. The countermeasures to prevent and control of agricultural non-point source pollution in Shaanxi can be proposed from legal, policy and technical aspects, which include making and improving law about preventing non-point source pollution and strengthening law enforcement in agricultural environment; making various policies with agricultural clean production at the core, such as incentive policies, preferential policies and so on, in order to guide farmers' conducts in favor of environment; and include spreading scientific fertilizing technology of pesticide, biological prevention and control technology of plant diseases and pests, etc.
