在对体育产业理论进行回顾的同时，对体育产业的内涵进行了重新认识，构建了一个由核心层、紧密层与松散层三个层次组成的体育产业概念框架，在此基础上，分析研究了体育产业治理的概念框架与治理边界，目的是为我国的体育产业治理提供理论依据，以促进我国体育产业健康、有序地向前发展。

With a review of sport industry theory,the paper revises the content of sport industry and constructs a concept framework consisting of three layers, including core,close layer and loose layer.Based on the framework the concept framework and regulation boundary of sport industry and its regulation are studied in order to provide theoretical evidence and promote sport industry in China.
