本文在总结基层改革经验的基础之上,从履行好政府职能和指导改革的目的出发,对城市政府社会管理和公共服务的内涵进行了探讨,并分析了当前城市政府社会管理和公共服务体制存在的问题,提出了推进社会管理和公共服务职能体制改革的总体思路、机构框架和相关的对策建议。

Nowadays, the studies on how the urban government executes its social management and public service functions are quite insufficient, esp. the real intension and extension of management and service are not clear enough. It caused many problems such as the irrelative job planning and assignment and the ambiguous institutional reform thinking. Moreover, it cannot meet the needs of economic and social development. Therefore, based on grass-rooted experience and starting from the point of better executing government functions and guiding the reform, this article discusses the meaning of social management and public service, analyzes the current problems and puts forward the general idea of institutional reform, the organizational framework and some relative countermeasures.
