The newly-built local universities have expanded,which raise higher standards for rationality and flexibility of colleges＇ running system. The newly-built local universities have to innovate the running system of private agencies and make them possess the characteristics of compatibility, dynamics, diversity and openness. Only in this way will we improve the effectiveness of teaching management and ensure the quality of talents.
