水土资源的合理利用与生态环境的有效保护是伊犁河流域水土开发和经济社会可持续发展的最基本要求。本文基于对生态环境保护与建设的可持续发展和经济可持续发展的再认识，提出了伊犁河流域生态环境保护与建设的任务，认为在伊犁河流域水土开发中，必须切实遵循可持续发展原则，为伊犁河流域经济社会可持续发展提供科技保障。

The exploitation and sustainable development of resources in Ill River Valley takes the reasonable utility of water - soil resources and effective protection of ecological environment as its minimum essential requirements. this paper put forward the task of protection and struction of ecological enviroment through analysis of sustainable development of ecological enviremeut and economy. The principles of sustainable development should be abided by during the process of the exploitation in the local ar- ea, which is definitely to provide scientific safeguard for sustainable development in Ili River Valley.
