土地的可持续利用是农业可持续发展的基础。我国现行农地产权制度残缺，土地保护不力、利用效率不高、农民权益得不到保障等问题已严重制约着农业的可持续发展。顺应农业可持续发展要求，明晰和界定农地产权边界，稳定产权权能，保障产权权益，完善农业自我积累和生态保护机制，是保护土地资源、促进土地永续利用的有效激励。
토지적가지속이용시농업가지속발전적기출。아국현행농지산권제도잔결，토지보호불력、이용효솔불고、농민권익득불도보장등문제이엄중제약착농업적가지속발전。순응농업가지속발전요구，명석화계정농지산권변계，은정산권권능，보장산권권익，완선농업자아적루화생태보호궤제，시보호토지자원、촉진토지영속이용적유효격려。
Agriculture＇s sustainable development relies on the sustainable utilization of land. The present situation is that there are obstacles to the sustainable development of agriculture such as the incompleteness of the present farmland property right system, the invalid protection and inefficient utilization of land, and the failure in safeguarding the rights and interest of farmers. The efficient incentives to protecting land resources and promoting land sustainable utilization demands efforts in the following aspects： complying with agriculture＇s sustainable development, defining clearly ranges of farmland property, stabilizing function of property right, protecting equity of property right, perfecting the self--accumulation of agriculture and ecological protection mechanism.
