普通高等学校国防教育课程教学已逐步走向制度化、规范化,创生国防教育学科成为一个亟待研究解决的问题。首先,国防教育事业发展的迫切需要是创生国防教育学科的必要前提,一是全民国防教育事业的发展要求有学理上的支撑,二是普通高等学校国防教育课程教学需要学科理论的指导;其次,创生国防教育学科是学科发展的必然趋势,因为学科创生的内在条件已经具备,外部条件也已基本成熟。我们应通过加强国防教育的学科意识,大力开展相应的理论研究,努力争取外部建制的推动,早日创生国防教育学,以促进高等学校国防教育的良性发展。

As the teaching of national defense education （NDE） in regular universities gradually becomes more and more institutionalized and normalized, the construction of NDE as a discipline has become an important problem which must be studied and solved urgently. Firstly, the urgent demand for NDE development is a prerequisite for the construction of NDE as a discipline. It is argued that the development of national NDE needs theoretical support, and that the teaching of NDE in regular universities needs academic and disciplinary theoretical guidance. Secondly, constructing NDE as a discipline is consistent with the trend of academic development, because at present the internal condition for such construction has possessed and the external condition is also basically mature. It is high time we should energetically unfold theoretical research into NDE as a discipline by enhancing our awareness of NDE as a discipline. At the meantime we should strive to gain external impetus to finish constructing NDE as a discipline as soon as possible, so that we can promote the development of NDE in China＇s universities.
