生态城市是当前城市发展的重要方向。生态城市的实现,需要生态、环境、经济与社会层面共同提升,通过开展城市生态旅游,使区域特色产业、文化与自然资源得到更有效的利用,城市内部生态环境得以保护,从而展现城市人文风貌,体现生态城市建设理念。本文基于对生态旅游与城市的认识,分别从空间关系、供给面与需求面探讨城市生态旅游发展应考虑的因素,并选择台南市为研究区,基于区位、资源特色将其分为自然生态旅游与文化生态旅游,并进一步探讨其发展策略。其中,文化生态旅游是在城市中心区历史文化古迹的基础上,结合开放空间与旅游路线的绿化、美化,在保护文化古迹的同时,营造舒适的旅游环境;自然生态旅游则重点利用当地盐田、渔塭、湿地及红树林等自然与半自然资源,以保护及保育为前提对资源进行适度开发,在提升资源经济价值的同时,强化城市居民环境保护意识。

＂Eco-city＂ is a critical issue to guide urban development, because it can enhance three aspects in urban development, such as environment, economic and society. Through promoting urban ecotourism, it will effectively utilize and protect environmental resources. Based on the researches of ecotourism and urban tourism, this study discussed the factors of urban ecotourism development, including cultural characteristics, spatial relationship, supply and demand of tourism marketing, etc. Owing to many natural and cultural resources in Tainan city, this study formulated different development strategies for nature-based and culture-based ecotourism. The objectives of culture-based ecotourism were protecting historic monuments and building comfortable tourism environment, thus the linkage of landscape corridors and open spaces was considered, and some tourism products and friendly services were designed. The objectives of nature-based ecotourism focused on recreational experience for local salt-pan, fishing ponds, wetlands and mangroves, and decreased negative impact, conserved environmental resources and increased inhabitant＇s income.
