随着工业化进程的不断推进，以乡镇企业为代表的农村工业为追求企业利润最大化而超量排污，使农村地区生态破坏、环境污染问题日趋严重，并已危害到周边居民的正常生活和身体健康。文章运用博弈论，在污染物总量控制的背景下，分析农村工业化过程中政府、企业、公众为保护农村生态环境而采取的策略与决策，以及最终导致的结果——农村生态环境保护政府缺位、公众漠视、企业超量排污的不利局面。

With the promotion of the industrialized process, the rural industry represented by township enterprise maximizes ultra quantity degeneration in order to pursue enterprise＇s profit, cause the ecological disruption of rural area , problem of environmental pollution becoming more serious, endanger to the normal life and healthy of peripheral residents. This paper uses the game theory, under the background of pollutant overall control, put government, enterprise, the public＇s strategy and payoff adopted in order to protect the rural ecological environment in the rural industrialization, and finally the result caused - government omission, public ignore rural ecological environmental protection, enterprises exceed pollution of measuring degeneration.
