流域生态补偿是协调流域上下游之间利益冲突的关键所在。流域生态经济补偿理论包括外部效应理论、公共产品理论和生态资本理论。流域生态经济系统的特征主要表现为流域生态经济系统是一个开放的复杂系统；是一个非平衡和复杂系统；存在着非线性作用机制；并且系统内外存在着大量的随机涨落及其涨落的放大机制和突变性。因此，需要从生态补偿主体、生态补偿对象以及生态补偿方式等方面构建流域水资源的生态补偿机制。

River basin eco-compensation constitutes a key to coordinating conflicting interests between the upper and lower reaches. Economic compensation theories of river basin ecology include theory of external effects, of public goods, and of ecological capital. The main features of the river basin eco-economic system are as follows： it is an open and non-balanced complex system; there exist non-linear mechanisms; and there are lots of random fluctuations with their amplifying mechanism and mutative qualifies inside and outside the system. Therefore, an eco-compensation mechanism of river basin water resources should be constructed by examining subjects, objects, and compensatory methods of eco-compensation.
