西方发达国家有着比较完善的城乡一体化的社会保障体系,值得我国学习和借鉴。与西方发达国家相比,我国建立城乡一体化的社会保障体系可行性因素有：经济条件、非经济条件、时间差、迫切性;从发达国家建立城乡一体化社保体系时机选择的历史经验,我国可以借鉴的有：建立多层次、渐进式的覆盖方式;建立健全城乡一体化的社保法律体系;抓住时机、未雨绸缪,积极促进城乡一体化社保体系的建立;加大中央财政用于社保的支出比重。

Western developed countries have a fairly complete integration of urban and rural social security system. It is worth learning and drawing experience for our country. Compared with western developed countries, in the establishment of urban and rural integration of the social security system, China＇ s feasible factors are ： economic conditions, non - economic conditions, the time difference and urgency. Anyway, China should learn the historical experience from western developed countries to create a multi - level and gradual approaching coverage and to establish and improve the integration of urban and rural social security legal system. We should also seize the opportunity to plan ahead and to actively promote the integration of urban and rural areas in establishing the social security system, increasing the central finance for the proportion of social security expenditure.
