由于环境动荡性以及组织际流程自身的半结构化信息结构特征，需要建立柔性的组织际流程以增强联盟组织防御市场风险和提高市场竞争地位的能力。目前，柔性已经被广泛地认为是一种适应变化的能力，它逐渐成为组织继质量、成本之后关注的又一个竞争焦点，是组织取得竞争优势的来源之一。通过比较不同学科对柔性的理解异同，识别出组织际流程柔性的焦点，提出了组织际流程的柔性结构。

Because of the environmental instability and the semi - struetural information features, there is a need for the establishment of a flexible organization flow in order to strengthen the alliance and competitiveness and prevent market risks. At present, flexibility, which is universally regarded as an ability of adaptation, has become a focus ranking second to quality and cost because it is a source of superiority in competitiveness. Though a comparative study of the different understandings of flexibility in different branches of learning, the paper points out the core of flexibility of organization flow and its flexible structure.
