南水北调工程涉及多个利益主体，利益主体的多元性必然会伴生利益目标的非一致性。因此，从某种意义上讲，工程的运行管理过程，就是利益相关者之间的利芦冲突、协调和实现的过程。以协作为基石的组织间网络理论无疑为工程的运行管理提供了一个新的现角。
南水北調工程涉及多箇利益主體，利益主體的多元性必然會伴生利益目標的非一緻性。因此，從某種意義上講，工程的運行管理過程，就是利益相關者之間的利蘆遲突、協調和實現的過程。以協作為基石的組織間網絡理論無疑為工程的運行管理提供瞭一箇新的現角。

The North -to -South Water Transfer Project involves many stakeholders. The plural subjects cause the inconsistent benefit purposes. In effect, the management of the project is the process of interests conflict, balance and achievement between stakeholders. The interorganizational network theory based on cooperation offers a new viewpoint to the management of the project. By introducing the interorganizational network theory and its application in the western public administration, the paper gives some proposals on the management of the North - to - South Water Transfer Project according to the feature of interorganizational network.
