作为高速公路的衍生资源,高速公路广告权属的问题引起了争议。如何保障投资人的合法利益,实现“谁投资、谁受益”的公平原则,有必要对高速公路广告经营权进行历史比较研究。其目的在于构建和谐法治的公路广告行政关系,探讨法治思路,寻找法治途径,构建法治秩序。

As a derivative resource of highway, there is dispute over the ownership of highway advertisement. Hence, it is necessary to make a historical comparative study on the ownership of highway advertisement to guarantee the investors' benefits and reach the fair principle of "who invests, who benefits". This paper aims to construct harmonious administrative relations on highway advertising ruled by law, and seek for the appropriate approaches to build the lawful road order.
