产业集群对于区域经济发展具有重要的现实意义，对国内外产业集群发展的文献进行了梳理，对循环经济在产业集群构建中的借鉴价值进行了分析，提出在促进资源、环境、经济与社会的可持续发展及构建和谐社会中，对产业集群的构建须进行理论创新，超越传统的模式，借鉴循环经济的思想，根据区域的综合比较优势来抉择产业集群，并以被组织的模式来积极推动产业集群的理性发展。
