国有经济作为公有制经济的一种特殊形式，必然以增进全民福利为目标。然而现实中国有企业并没有实现增进全民福利的目标，主要原因在于国有企业的功能定位存在偏差。国有企业对国民经济命脉的控制导致国有企业对公有制经济目标的偏离，由此引发现实中的一系列矛盾。国有企业要成为社会主义社会和谐发展的基础，必须以增进全民福利为宗旨。

As one special type of pubic ownership economy, state- owned economy must take improving the whole people＇ s welfare as its final aim. However, due to the function location deviation of state-owned enterprise, state- owned economy didn＇ t realize this aim well. The state- owned enterprise＇ s function of controlling the national economic lifelines leads to the deviation from the aim of pubic ownership, which causes a series of contradictions in reality. Only when the state - owned enterprise takes improving the whole people＇ s welfare as its aim and purpose, could it be the base of socialist harmonious society＇ s development.
