本文对传统的自我评价方法进行改进，利用交叉数据包络分析法，对我国铁路系统1995--2004年10个年度的运营绩效进行评价。结论表明，交叉评价方法克服了传统自我评价方法的一些局限，能对有效决策单元的优劣性再排序。本文的研究，对识别铁路运营系统存在的问题，为决策部门提出改进措施，提供了重要参考。
本文對傳統的自我評價方法進行改進，利用交扠數據包絡分析法，對我國鐵路繫統1995--2004年10箇年度的運營績效進行評價。結論錶明，交扠評價方法剋服瞭傳統自我評價方法的一些跼限，能對有效決策單元的優劣性再排序。本文的研究，對識彆鐵路運營繫統存在的問題，為決策部門提齣改進措施，提供瞭重要參攷。

To construct a scientific operation efficiency evaluating method, which is an important significant to accelerate the railway development, this paper makes an improvement for traditional self-evaluation method, and utilizes the Cross Data Envelopment Analysis to evaluate the operation efficiency of our country rail system from the year 1994 to 2004. The conclusion indicates that Cross Data Envelopment Analysis method can overcome the shortcoming of traditional Data Envelopment Analysis and can rank the effective Decision Unit. The research of this paper can recognize the cause which produces the deficiency of rail transportation system, and offers an important reference value for administrators to put forward the improve measurement.
