我国的经济适用住房政策为满足城镇居民住房需求发挥了积极的作用，但全国经济适用房的建设规模、投资额还是严重欠缺的，根本无法满足广大中低收入家庭住房消费的需求。文章以陕西省宝鸡市经济适用房发展为例，分析宝鸡市经济适用房发展现状及存在问题，从经济学和管理学等角度进行深层次原因分析，提出土地供应、住宅产业化建设、加强和完善政策体系建设等解决对策，以期对政府部门在经济适用房政策发展方面有所推动和提供理论依据。

The policies of developing affordable housing for low-and medium-income families play positive role in meeting the requirements of housing in urban areas. As its scale and input are too small, it cannot meet the needs of low-and medium-income families in house consumers. Taking Baoji city as an example, the paper analyzes the situation and problems in the development of housing. Based on the knowledge of economics and management, it is proposed that the government should support the development of affordable housing for low-and medium-income families by means of increasing land supply, promoting housing industrialization and improving policy systems.
