责任政府已经成为我国行政体制改革的当然取向。构建责任政府需要新型责任行政文化这样的“软环境”的创造。但是，受传统行政文化的影响，责任政府的建设活动依然受到诸多制约。因此，要实现责任政府的建设目标，就必须引导、塑造、培养新型责任行政文化。
責任政府已經成為我國行政體製改革的噹然取嚮。構建責任政府需要新型責任行政文化這樣的“軟環境”的創造。但是，受傳統行政文化的影響，責任政府的建設活動依然受到諸多製約。因此，要實現責任政府的建設目標，就必鬚引導、塑造、培養新型責任行政文化。
책임정부이경성위아국행정체제개혁적당연취향。구건책임정부수요신형책임행정문화저양적“연배경”적창조。단시，수전통행정문화적영향，책임정부적건설활동의연수도제다제약。인차，요실현책임정부적건설목표，취필수인도、소조、배양신형책임행정문화。
Constructing a responsible government has become the developing trend in China＇ s administrative system reformation. It is necessary to construct the ＂soft environment＂ such as the new- style responsible administrative culture. However, the construction activities of responsible government are still subject to many restriction factors due to the influences of the traditional administrative culture. Therefore, in order to realize the construction goal, the government must guide, shape and cultivate the newstyle responsible administrative culture.
