银行信贷是经济增长的主要动力,通过银行信贷对三次产业增长作用的实证,发现我国银行信贷对第二产业增长的贡献度大于对第一产业的贡献度,且银行信贷尚不能解释第三产业的增长。分析成因,主要受产业特性、融资渠道、银行信贷政策和信贷偏好等方面因素的影响。对此,本文提出建议:维持银行信贷稳步健康增长,防止信贷投放极端化;针对不同的产业采取有区别的信贷政策;建立针对第一第三产业的信贷风险准备金制度;建立中小企业社区信用协会和社区担保机构;鼓励银行创新有效的担保模式,更多关注非财务因素;根据产业(行业)特性探索可行的“信贷+保险”制度。

Bank credit is the prime motor of economic growth. By empirical study on the bank credit effect to the three industrial increases, the author found that the credit has made greater contribution rate to the secondary industry than to the primary industry, and also, the bank credit still can not make an explanation tertiary industry's increase. By analyzing the cause, it is mainly affected by industrial characteristic, financing channel, bank credit policy, credit preference, and so on. Then the author gave some suggestion about this. That is, to keep the credit increase healthily and steadily, avoiding putting credit to an extreme; Adopting different credit policy for different industries; Build the credit Risk Reserves system specifically for the first tertiary industry; Build Community Credit Association and Community credit guarantee institutions for small and Middle-sized Enterprises; Encourage the bank innovate a more effective credit guarantee mode, and pay more attention to the non-finance facts; Explore feasible "credit + insurance" system actively according to industry properties.
