The paper overviewed the status and effectiveness of Three-North Shelterbelt Project in Zhongyang county. The Three-North project has adopted a large-scale operations, high standards and strict requirements of management. Project management system used such five systems as deposit, reward and punishment system, etc. to ensure that the project ＂a high standard, good quality and fast speed＂ to implement. The Three-North project combines ＂rich the forestry＂ and ＂enriching the people,＂ ＂nuts enriching the people＂ strategy; the concept of scientific development in accordance with the requirements of the active participation of social forces to launch the construction of forestry.
