将压煤村庄搬迁与“挂钩流转”政策相结合是解决建设用地指标紧张的有效途径之一,但是周转指标归还的数量和时间是两个关键问题。以山东某矿区为例就周转指标归还的可行性进行了论证。研究表明：在本研究区，采用动态复垦技术和平房改楼房建设，不仅能够按时归还周转指标，而且能够节余建设用地指标，为当地的经济发展提供了拓展空间，对矿区村庄搬迁工作有借鉴意义。

An effective way to resolve the scarce index of construction land is by integrating village migration in coal mining areas with the policy of land transfer. However, two problems arise, that is, the amount and time of the turnover index return. This paper conducts a case study of coal mining area in Shandong Province, attempting to demonstrate the feasibility of turnover index return. The conclusion is that the reclamation of old villages by using the dynamic reclamation techniques in the researched area could not only ensure on-time return of the turnover index, but also save the index of construction land, thus providing much exploration space for the development of local economy.
