耕地质量管理是耕地保护工作的重要环节,全面掌握和动态监测耕地质量状况.能够为继续严格执行保护耕地的基本国策提供基础数据和技术支撑。从当前耕地保护中存在的问题出发,结合现有专项工作成果和技术条件分析了开展耕地质量调查的可行性。进而从调查单元划分、指标体系确定、实地调查采样、数据库建设与更新等环节提出了耕地质量调查技术途径。通过开展耕地质量调查,并应用县级土地利用现状管理信息系统进行实时信息化和一体化管理,可以有效实现耕地数量与质量的双重保护。

Quality management of cultivated land is an important link of cultivated land protection work, providing data base and technical support for comprehensive control and conducting dynamic monitoring quality of cultivated land. Starting from the problems in present cultivated land protection, this paper analyzes the feasibility of conducting a quality survey of cultivated land with special working achievements and technological conditions. And then the paper puts forward technical approaches for the c ultivated land quality survey in terms of division of survey unit, determining of index system, taking samples on the spot, building database and update, etc. The survey of cultivated land quality and the application of county-level land use management information system to real-time informatization and integration management can effectively achieve the quantitative and qualitative protection of cultivated land.
