行政区划是国家重要的政治制度，是国家权力再分配和政策制定的基础。当前，我国行政区划在合法性、行政层级、区域通名、政区规模、市领导县体制和设市模式等方面存在诸多问题，已经影响到行政管理和经济发展。根据确保国家安全、调动地方积极性和降低行政成本的基本原则，文章提出我国行政区划改革的基本方向是减少层级、并镇扩县、市县分等和适当调整省区。

Administration Divisions is an important political system of the nation, and is the foundation of national power assigning and policy formulation. There are a lot of problems of Chinese administration divisions in the laws, administrative levels, administrative area name, scale, etc. and have already affected the administration and economic development. According to the basic principles such as insuring the national security, developing the local government enthusiasm, and reducing administration costs, this article brings up the reform of administration divisions that is reducing administrative levels, merging town and expanding county, grading city and county, and adjusting province appropriately.
