边境安全作为安全领域的一个重要内容，原本是指一国的边境地区免受外来侵略、干涉和控制的军事安全状态。随着全球化的发展，其内涵已发生很大变化，即除军事安全外，还指生活在一国边境地区的居民的生活条件和经济发展水平等都能得以显著改善和提高的居民安全状态。“上海五国”及其继承者上海合作组织的形成和发展是边境安全内涵演化的最好例证。
邊境安全作為安全領域的一箇重要內容，原本是指一國的邊境地區免受外來侵略、榦涉和控製的軍事安全狀態。隨著全毬化的髮展，其內涵已髮生很大變化，即除軍事安全外，還指生活在一國邊境地區的居民的生活條件和經濟髮展水平等都能得以顯著改善和提高的居民安全狀態。“上海五國”及其繼承者上海閤作組織的形成和髮展是邊境安全內涵縯化的最好例證。
변경안전작위안전영역적일개중요내용，원본시지일국적변경지구면수외래침략、간섭화공제적군사안전상태。수착전구화적발전，기내함이발생흔대변화，즉제군사안전외，환지생활재일국변경지구적거민적생활조건화경제발전수평등도능득이현저개선화제고적거민안전상태。“상해오국”급기계승자상해합작조직적형성화발전시변경안전내함연화적최호예증。
As an important element in the security field, the border security refers originally to the safe military state that the border areas of a country are safe against outside aggression, intervening and controlling. However, with the development of globalization, the content of border security has changed considerably. In addition to military security,border security means the safe state of the residents living in a country＇s border areas, whose living conditions and economic development level can be improved significantly and constantly. ＂Shanghai Five＂ and its successor,the Shanghai Cooperation Organization are the best examples for the evolution of border security connotations.
