创新意识、创新思想动力的有无及创新思维方式的科学与否在很大程度上受“技术风土”中传统文化的影响，一个国家的传统文化观念是影响人们创新观念的“观念背后的观念”。我国传统文化鼓励创新的要素不足，并且从某种意义上说，我国传统文化中的诸多内容是抑制创新的，表现为：主流文化并不鼓励技术创新；作为文化传承主要载体的教育不能为创新提供有效支撑；“学而优则仕”的价值观改变着人们的心向等。实现对传统文化的“扬弃”、培育良好的创新文化环境是推进技术创新的重要前提。

To have an innovative consciousness, innovative impetus and scientific creative thinking mode depends to a great extent on the influence of the traditional culture, which can be called the ＂technological climate＂ of a nation. The concept of the traditional culture of a nation, which can be regarded as ＂the concept behind concepts＂, exerts influence on people＇s innovative ideas. Our traditional culture is lacking in the ele ments to stimulate innovation; to some extent, a large part of it impedes innovation in that the mainstream culture fails to encourage the technological innovation, the education, the major carrier of the culture, cannot give an effective support to innovation, and the mentality of ＂excellent scholarship leading to administrative positions＂ takes a strong hold over people. The promotion of technological innovation is premised on the cultivation of a favorable environment for technological innovation through enhancing the merits and discarding the demerits of the traditional culture.
