The property right has many functions, such as, incentive function, restrictive function and safeguarding function. It is the key element to achieve innovation of cultural tourism and of great significance to the development of economy in ethnic regions. Thispaper, starting from the analysis of the role that promotes innovation by the property rights, analyzes the mechanism of the property right system that promotes cultural tourism innovation, and, discusses the innovation of ethnic minority cultural tourism based on the property right theory from the aspects of property right system innovation, methods of safeguarding innovation, industrial organization innovation as well as developmental strategy innovation.
