People in the Zhou Dynasty proposed the theory--providing the Heaven with the qualified virtues to demonstrate the legality of regime, thus endowed the Heaven with ethical character and rational color. The reform in the concept of Heaven determines the legislative and judicial style of the western Zhou Dynasty, and also imposes great impact on the development of Chinese traditional law.
