Hebei Province has large population with a lower level of education, coupled with unreasonable industrial structure and other issues, which led to the working-age population is very prominent problem of employment. Based on the economic position of Hebei Province in the Beijing-Tianjin-Hebei economic zone, we can find we should set up mechanism of obsorbing the high-tech qualified persons and basic persons, strengthen the cultivation of rural technology persons.
