中国近代高等教育诞生于晚清，在军阀混战的北洋政府时期与国民政府时期艰难发展。近代高等教育地域分布的非均衡情形，引起各时期中央政府的高度关注，并努力追求均衡布局。但由于受到政局动荡、外患不断的干扰和影响，很难从根本上实现高等教育地域布局的公平发展。
중국근대고등교육탄생우만청，재군벌혼전적북양정부시기여국민정부시기간난발전。근대고등교육지역분포적비균형정형，인기각시기중앙정부적고도관주，병노력추구균형포국。단유우수도정국동탕、외환불단적간우화영향，흔난종근본상실현고등교육지역포국적공평발전。
Chinese modem higher education came into being in the later Qing dynasty, and developed difficultly in the periods of the Northern Warlord Government and the National Government. By probing the conditions of non-balanced geographical layout of higher education before the founding of PRC, we conclude that the central governors had paid attention to the problem and tried to settle it. But it is for the political unrest and foreign aggression that they had not realized proper redistribution of higher education.
