为了推进城市公用事业的市场化改革，加强政府管制，实现城乡统筹发展、建设生态城市的目标，本文结合北京市生活垃圾处理的实际，分析研究规范生活垃圾处理的特许经营制度、确立生活垃圾处理的资产管理体制、加快生活垃圾处理单位的现代企业制度改革，提出落实生活垃圾处理的区县政府区域责任制、完善生活垃圾处理市场化中的政府管制制度等对策思路。
為瞭推進城市公用事業的市場化改革，加彊政府管製，實現城鄉統籌髮展、建設生態城市的目標，本文結閤北京市生活垃圾處理的實際，分析研究規範生活垃圾處理的特許經營製度、確立生活垃圾處理的資產管理體製、加快生活垃圾處理單位的現代企業製度改革，提齣落實生活垃圾處理的區縣政府區域責任製、完善生活垃圾處理市場化中的政府管製製度等對策思路。

In order to promote the market oriented reform of the city＇ s public utility, to strengthen the government regulation, to balance urban and rural development, to construct eeo-city and establish modern garbage management system, this article, considering the situation of consumer waste disposal in Beijing, will propose suggestions as the followings： regulating franchise system in the disposal of consumer waste, establishing the property management system of sanitation facilities, speeding up modern corporate system reform in companies dealing with consumer waste, putting forward the system of the responsibility of the districts in practice, and handling consumer waste into practice, and perfecting government regulation system in the process of the ecological companies＇ marketization.
