科技成果奖励是实施国家人才和创新战略的重要组成部分,保证科技成果奖励的客观、公平与公正,是科技成果奖励工作的基本要求。探讨了科技成果评价中专家评议质量测度的两种方法:信度系数和一致性系数,实证分析表明,这两种方法都能比较客观、准确地反映专家评议的质量,具有较强的可操作性和实用价值。

The technological achievements reward is an important constituent of implementing the national talented person and the innovation strategies. To ensure technology achievements reward to be objective, fairness and justice is the basic requirements of the technological reward works. This article discusses two methods of expert consultative quality measure in the technological achievements appraisal: the reliability coefficients and the consistency coefficient. Empirieal analysis shows that these two methods both can be more objective, accurate reflect the quality of experts evaluations,and have strong operational and practical value.
