依据公共物品理论和产权的公法限制理论对中国集体林区生态公益林产权制度改革的方向和主要内容进行了研究。研究提出，公益林产权制度的改革应遵循“分类改革”的原则，属于纯公共物品的公益林，采取国有化林权模式；属于准公共物品的生态公益林，坚持公益林所有权不变。改革的主要内容有：（1）建立公益林征用与管制制度；（2）优化公益林产权权利，合理落实经营与管护主体；（3）促进公益林产权市场化运作。
依據公共物品理論和產權的公法限製理論對中國集體林區生態公益林產權製度改革的方嚮和主要內容進行瞭研究。研究提齣，公益林產權製度的改革應遵循“分類改革”的原則，屬于純公共物品的公益林，採取國有化林權模式；屬于準公共物品的生態公益林，堅持公益林所有權不變。改革的主要內容有：（1）建立公益林徵用與管製製度；（2）優化公益林產權權利，閤理落實經營與管護主體；（3）促進公益林產權市場化運作。

According as the public product theory and the public law restriction theory of property rights, this article have carried out the research about the orientation and main contents of ecological forests property fights institution reform in collective forest area in China. The research proposed that the reform of ecological forests property rights institution should follow the principle of Classification reform, the ecological forests belonging to pure public goods should adopt the pattern of forest rights nationalization; the ecological forests belonging to quasi-public goods should remained the ecological forests＇ownership unchanged. The main contents of reform include： （1）found the system of acquisition and control of ecological forests; （2）optimize the property rights of ecological forests, carry out the main body of management and maintenance in reason ; （3）promote the market-oriented operation of the ecological forests＇propertv rights.
